This may be old news, but its old news that has just been confirmed and written in the proverbial stone.  There will NOT be DLC for the release of new episodes on GTA IV for the PS3.  Gameindustrybiz has reported that this statement has been released by Take Two Interactive, a developer on the GTA series:

Now a company representative has told GI.biz, “The Grand Theft Auto IV episodic content is exclusive to Xbox 360.”

There you have it.  Fanboys will be flaming each other all the way until Oct. 19.
